The shadows in the photos makes it hard to discern. Maybe "temporary" or to be added later (which could be done to existing stairwells).

The good news is that it's not exactly difficult to improve the tunnel in the future. Yeah this is disappointing, but it's fixable.

I remember long time ago they were talking about having another entrance at the west end of the track, closer to Fraser Ave. Haven't heard about it for a while, is it still a thing?

The foot of Atlantic Ave. is now closed for Ontario Line tracks construction and the eventual Liberty New street.
The only way to access the Westbound GO platform is by tunnel or bridge now.
