Not sure why they would want to have a observation deck (our interest notwithstanding, it isn't THAT tall)- the case for a high end restaurant/bar might be a better fit (but would it make access to complicated?)

Access to Panorama/360/whatchamacallit in Manulife is via a separate express elevator, so that would be a prerequisite. Access isn't complicated at all.
 
The One is being constructed so that the elevator shafts from the tower do not pierce the shopping spaces below, hence the exoskeleton holding the tower's weight instead of much of it going through the core. Getting the public up to the top of it would include a separate path paralleling the residents' path up one set of elevators before transferring to the tower elevators, and then providing a second lobby and sticking another elevator up through it. So sure, it's doable, but it is complicated.

The One will be the tallest building in the Bloor-Yonge area and an observation deck would provide a second vantage point to the CN Tower. Not to mention probably being a lot cheaper.

Spectacular views from the top! You actually don't really need to be in the upper 70's to get a great view, in fact, even the 50th-60th levels are treated with views just as good. - That is if until the lot immediately south of it is developed.
As with the talk for an observation level/restaurant at The One. It doesn't even necessarily have to be at the top. Even Panorama (51st) Lounge has an exceptional view, and it's only 50 storeys up. If people want a view looking straight down on everything, they can go to the CN Tower.

And before someone asks, that concrete box shown in G.L.17's most recent pics is the same one in this render below; to give an indication of where we currently are, while this render is old, I'm sure the steel structures that will support the fins will look very similar to what is shown.

It's finally just struck me now that the east and west sides of One Bloor are the same, just rotated 180°, as are the north and south pair.

Ding dong. Wakey wakey.

Wow, Yonge St looks small and inefficent with 2-way taffic. They should have it one direction going south and north on Bay St. then it would look cool and traffic would move fast.
 
In some renderings the top looks like it's lit up. Does anybody know if that will be the case? I think a building this unique should be lit up at night.
 
I can't help but wonder if projects like Uptown had been built post-One Bloor, would have been built or proposed much taller. This applies to not only One Bloor but any areas where height precincts are re-established. In the context of what's next-door, and what is to come, these buildings look puny and in comparison.
