"Why does the mansion have some bricked up windows?"

Looks like one of the chimney stacks rises where those windows would be.
I suppose they added the form for decorative purposes..

Throw in X2, Couture, 565 Sherbourne, 403 Bloor East, Bloor and Sherbourne Tower and the triple threat of the Bloor Parliament three towers and you will have a super neighbourhood of towers.

Whether or not you like the building itself (I don't) it's nice to have a major corporate office in this neighbourhood. As much as I'd love it if Rogers built a major tower in the core, I think it's better for the city to have major offices spread around midtown as well.
 
No water hook-up yet to fight it either, plus only stairs and the construction elevator for the fire dept to use..
