Forget pickering airport build our own kansai airport on an artificial island in the lake. Bonus, porter could be given first dibs on slots there providing the abandon billy bishop and allow the city turn it into parkland

That's a route you'd only take if you have to - site formation won't be cheap, ditto infrastructure (new highways, rails, etc). Plus don't forget the fact that the US border extend midway into Lake Ontario. We also don't have a burning need for a new airport to justify this cost.
