Probably because when they built it everything was preassembled and just had to be snapped into place, but now the old facade needs to be removed, the existing structure has to be cleaned, inspected, and modified, and then the new facade needs to be applied. Oh, and it might have something to do with there not being actual tenants inside the building at the time it was originally built. And maybe also because all of the work didn't have to be done from the outside.
 
Seen from several angles, the TD Centre actually has the "FCP aged marble look" of different panels with different levels of deterioration. Except it's the bronze tinted windows which have aged differently and there are some new ones too. It's far less noticeable than FCP and only from certain angles.

If this is what you're referring to, those vents have always been there. I believe they are air vents for the lower level elevators.
 
Why did they even put marble on this building if they knew it would all need to be replace 30 years later?
 
They used the wrong kind of stone. They sourced it from Italy where they don't have our kind of weather. They would certainly used something different if they went with stone today as now they know this one doesn't work.
 
EDIT: It was shortsighted and unwise of them to use a material that, if you spent ten minutes researching/studying it, would reveal itself to be unworth to stand up to outdoor weather for any more than a short period of time.

Could it be a different marble? I'm sure the porosity and hardness varies between geographically separate marbles.
