Construction is always slow until they start building standard floors.

I agree, but I believe the standard time for below grade construction is about one floor per month. On this project it appears closer to two months or more per floor, at least to start. I appreciate it is a tight spot but then again the fairly small footprint should make it a little quicker to build.
