Was there some weight and significant surface area on something it was hoisting that was caught by the wind? Otherwise, wind would just blow through the boom, no?

It happens, even the steel columns present surface area for the wind to push against. Add that the structure is not designed to withstand significant forces in that direction, and it can crumple with strong winds. Recall that Hurricane Sandy did the same thing to several cranes in NYC a few years ago, some of them in much more precarious situations than this (chunks of crane hanging by a thread hundreds of feet above a busy NYC street)
