Fences were all around the whole site when I walked by at lunch.

Yes - definitely there - circling the entire site, including the parking lot. Here are the Bremner and Spadina views of the fencing:

I live in the building across the Blue Jays Way, and the condo board recently gave a presentation, which is available here.

of note:
  • Seems like demolition of the presentation centre will begin around the end of the month
  • there'll be a small plaza on the southeast corner

Yeah, I saw they were back the next day. It was weird, like they partially put them up and then took them down, then enclosed the whole site
 
it's almost wierd to think that CityPlace is actually going to be "complete" after this development.. It's been such a large part of the Toronto development landscape for so long.
 
I remember way back in 1990 or so the estimated completion date for the full build out of City Place was 2015. They weren't that far off...
 
I remember all the talk many years ago over "Signature" tower and the expected finale at CityPlace.

It's safe to say this definitely doesn't meet those expectations (or hopes).
