My guess is that the billboards will stay and that the billboard tax will disappear - courtesy of new mayor and friends.
 
These new towers are quite polished overall, with a major effort have been made to tie them into the Distillery District. The big mechanical boxes on each one of them are unfortunate, though.

From afar this looked like mechanical elements being stored. In fact this is the entrance to the parking garage. This is the south side of the site directly next to the rail embankment.
