I've had to look at that area from multiple angles several times. It just looks wrong.
I'm not an engineer, so smarter people than me obviously know better ... but damn ... your description, 'precarious looking'' (to paraphrase) pretty much nails it.

I've said it before and I'll say it again, Phase 2 should have been at least 30-35m taller. It would have created a nice visual contrast between the two phases and stand out more in the skyline.

What we're getting is still a gorgeous addition to the city nonetheless.
