Heard from someone in the hotel industry that the Chelsea will close only in 2022, so this project won’t be completed until maybe 2026.

How cheap this project has become compared the previous renderings.
The current proposal consists of a 31 storey tower which will be located along Gerrard Street which will contain the hotel units. A 48 storey building will be located to the east on the Gerrard Street frontage and an 84 storey tower will be located to the south of it fronting onto Walton Street.
The Tribunal heard that the proposal provides a mix of uses including a minimum of 400 hotel units, and 1670 residential units. The proposal will restore Walton Street to connect Yonge and Bay Streets. The proposal will also provide for a public park fronting on Elm Street. In addition Privately Owned Publicly Accessible Open Space (“POPS”) will be provided to allow for pedestrian connections and for additional open space between Gerrard and Elm Streets.
The Minutes of Settlement include provisions to ensure that not less than 400 hotel rooms will be provided through the proposal, which could increase to 800 hotel rooms, and to ensure that the existing hotel on the property will remain open until January 31, 2022.

Ugh, why should a city like NYC stop that...lol.. reminds me a bit of the "pencil" towers growing in NYC, though they must stop that.
As I recall this project was proposed as a 4 tower complex with towers of 80, 50, 74 and 46 floors. They finally get approval for 84, 48 and 31 floors.
That's a haircut of 87 floors or 35% of the project. That's ridiculous. It would appear the developer didn't have very strong representation when negotiating with the city.
