wait, thats in the bay adelaide centre?! Is it publicly accessible?

It is publicly accessible. First set of doors west of Yonge on Adelaide. I walked in and was surprised by what I saw. Quite cool.
 
Yes, the bistro is for Deloitte employees only. Prices are pretty good actually. $11 for a lunch buffet. There's also a gym on the 4th floor and a "rooftop" patio on the 6th.

That's pretty much the typology of the Financial District; few retail businesses operating in the base of the towers, as the we're-not-kidding-around office tenants typically want imposing, impressive, and relatively clutter-free lobbies. Sticking most of the retailers and restaurants in the PATH system below has certainly allowed them to create that feel, one you get very little of elsewhere in the city, and therefore something that sets the area and its companies apart.

With a few notable exceptions like the ByMark patio at the TD Centre, (still a respectful distance away from any of the TD Centre's lobbies) that's the King & Bay thing. Turn the corner a half block from the austere lobbies though, and you get examples like the Yonge Street spot at the Bay Adelaide Centre where Sud Forno will be opening next Spring.

All that said, I know the City is checking into whether or not the PATH agreement with Brookfield for the Bay Adelaide Centre covers the space that the Deloitte bistro is in, because if it is, Deloitte may not be able to refuse to serve the public there.
