Sorry to tell you but the grey pre-cast cost the same as the red. When we use real brick depending on the fabricator the grey usually cost more than the red.

Yeah...I believe it's sprandrel that is cheaper when it's grey versus other colours, and not that of brick.
 
I think the only thing that would have been accomplished if they'd have made it red is would draw more attention to it which I think once they got past the podium and realized they botched the execution they wanted to make it as un noticeable as possible
 
The view from the CN Tower certainly does not make this seem any more artistic

...the problem with "lipstick on a pig towers" (the anti-Social being another example of this), is at certain angles it looks rather and admittedly striking. The problem with that though is at most other angles it looks like shite, to put it mildly. /sigh
