I think 'horizontal cut-out thingy' is really the best description for it. It's really just that...a thingy, that's horizontal, and looks cut out.I never thought I'd say this, but looking at this shot, I actually find myself not minding the horizontal cut-out thingy...

Will there be new trees on Wellington?
See: http://www.toronto.ca/legdocs/mmis/2016/te/bgrd/backgroundfile-97963.pdf The sidewalk on the north side of Wellington from Church to Yonge will be widened next year. There will certainly be (more) trees (in pits) in the blocks from Scott to Church but I am not 100% sure about the Yonge to Scott block. The sidewalk work @ 88 Scott that is happening now is really only phase 1 and only the new brickwork will, I think, remain after the whole sidewalk is widened. They are also hoping to add some trees to sidewalk on south side along Berczy.Very good to see the red pavers go in to pick up on the red granite veneers.
It doesn't look like that will be the case. The City now requires 30 cubic metres of soil for each tree, and maybe that cannot be provided here. One of the reasons that Wellington Street was rejected for the Relief Line was that supposedly it has more underground services below it. No idea if that includes under the sidewalk here… but maybe. They may also consider this sidewalk simply too narrow.
