This one is more than 21 metres taller than 5 St. Joseph (on the right in your photo) so maybe the cladding continues above the concrete to accommodate the large punched in feature (no idea what uses it may have)?

I think the "notch" feature is part of the mechanical penthouse, and that the structure they are assembling now is the slanted roof above it:
