It might be a geotechnical test pit, generally you will see a track mounted rig used as it can significantly deeper and be a lot more precise then a excavator can get especially when working around utilities but you can still hit them (always a blast when this happens).

When I've seen test pits they've been in large new subdivisions where the depth you need can easily be achieved via an excavator since the soil bearing capacity beyond 15ft for example isn't that important when you just have the loading of a road or a SFH, sometimes you'll do a combination of drilling and test pits but it really depends on the site.
