It might be a geotechnical test pit, generally you will see a track mounted rig used as it can significantly deeper and be a lot more precise then a excavator can get especially when working around utilities but you can still hit them (always a blast when this happens).
When I've seen test pits they've been in large new subdivisions where the depth you need can easily be achieved via an excavator since the soil bearing capacity beyond 15ft for example isn't that important when you just have the loading of a road or a SFH, sometimes you'll do a combination of drilling and test pits but it really depends on the site.

They were busy working, didn't want to interrupt, plus I had to get back to my own work. This is about a 10 minute walk from my office and I only have so much time to take a break and eat lunch!
