I counted 28 too. But the numbers on the construction elevators (not visible in these posts, but can be seen in person) are much higher - a few weeks ago the top floor was already marked 32, it must be at least 35 now. Wonder why that is? I've never seen construction elevators skipping floor numbers for superstitious or any other reasons.
