The City of Toronto Planning Division has received an Application for Zoning By-law Amendment to permit a 65-storey mixed-use building with a height of 220 metres to the top of the mechanical penthouse. The proposed building would contain 663 dwelling units and 550 square metres of commercial space. The proposed total gross floor area is 45,112 square metres, which would result in a density of 32.3 times the lot area.

Looks great. Perfect density for that node too. Wouldn't mind an extra 10-15 floors but 65 will do.

Almost sounds like they missed the appeal deadline:
"We are aware that City Council, at its meeting commencing on October 27, 2020, refused a previous rezoning application in respect of the Property. An appeal of this decision was not filed within the statutory time period of the Planning Act. Our client believes that the proposed redevelopment of the Property is in keeping with the planning and urban design framework established by the applicable planning documents and, as such, has directed us to file this application to ensure that the proposed redevelopment of the Property can be considered by the Local Planning Appeal Tribunal for final resolution."

Rules are rules. There's no way they're getting that second application fee back unfortunately.
