Correct me if I'm wrong, but doesn't an appeal of a CofA decision go to TLAB next?

Minor Variance appeals normally go to the TLAB unless there is a related appeal to the OLT for the same matter / affecting the same property. The proponent may have filed this appeal strategically in order to appeal their Minor Variance to the OLT instead of the TLAB, (with a belief that the OLT may give them more favourable chances of winning the appeal)

In this case, since the appeal is filed under the City of Toronto Act (as opposed to the Planning Act), it could be an appeal of the Residential Demolition Application (which was approved with conditions by the North York Community Council on Jul 9) or the Rental Housing Demolition and Conversion application (which was also approved by the city on Apr 19).

These were the conditions set out in the approval of the demolition application, which the proponent is within their rights to appeal under the City of Toronto Act.

They may argue that the above requirements impede them from doing their additional soil and groundwater testing, which is needed to finalize the required Record of Site Condition (RSC), or their required TTC technical review. You can read their position in this letter dated June 5 on page 5 of this document. Note that the original demo permits were issued on Jul 16 and the revised demo permits were issued on Sep 16 with the following revision:
Reduce the scope of the demolition permit to keep the basement foundation walls on the North and East sides. Foundation walls will be demolished when applied for the shoring of the future development. Scope of work: remove above grade structure, remove South foundation wall abutting existing building (3174 Yonge St), saw cut foundation wall and back fill basement.

We'll know more if/when the initial case details become public.
