It doesn't looked tilted exactly to me, but the edges and points are offset from the elevations below, as it the lid weren't screwed on quite all the way.

In the meantime, the roof above wouldn't be completely flat, but would be angled to send water towards drains.

I don't know how it is calculated exactly but i would have thought this "swiss cheese layer" would add significantly to the wind loading on these buildings.

The amount of suction on a traditional roof assembly is pretty crazy at those heights anyway. Nothing that can't be engineered fairly easily, as far as I know.
