The Fountains Of Toronto

Not really the type of fountain this thread seems to be covering, but this is the only relevant webpage I stumbled on trying to sleuth around. I took a picture of the drinking fountain at Cliff Lumsdon Park. I emailed the city to ask if they have any background on it, but curious if anyone here knows anything.

I believe that is the "Pumping Station Monument" described below:
