Question about Cranes

In Toronto, we always close down the street, or a lane of traffic, if we are conducting lifts over that area. I can't tell from the video or not if the lift is actually over the street itself. If it wasn't, that might be how they got away with it. There is certainly still a potential for danger.

Sometimes we close the roads down anyway - at Trump, for instance, when the spire was jacked into position, Bay Street and Adelaide Street were both closed down in all directions, even though no lift was actually occurring 'above' the street. We erred on the side of caution, despite not technically being required to force a street closure.

If I were the Superintendent or GC on that site, I would push for a street closure. The cost is miniscule compared to the risk being incurred.
