He isn't Denzil Minnan-Wong, the closest thing Council has to an evil genius, but he isn't a Mammolitii or a Grimes either. I can't stand Holyday, but he isn't stupid, and I don't think he's corrupt either.
 
For what he is, Holyday's basically benign, in a chip-off-the-old-block way.

Stephen Holyday is an engineer by trade, so I can't imagine he is completely incompetent.

You're nonsensically dragging this out. You *can* consider someone a moron or a genius based on their views. That's a perfectly consistent method assessing someone.
