What I mean by that is, there is a minimum amount of elevators required by floor/unit or whatever. For example. If you have a 350 unit condo across 35 floors the minimum required # of elevators is 3 (I'm picking a random number here). I know of 44 floor condos that have 3 elevators. If the city thinks that's sufficient, can you blame the builder?

If the developer has to follow the "code", there should be a hard number, like min X number of elevators for Y number of units. If there's no such minimum, i think someday developer will just install 1, even for a 40 story building like Murano. All the residents need is to exercise more patience. The bottom line is nobody going to die, perhaps could even save a bundle on gym membership as you have to climb the stairs if you lost the patience!
