To suggest socialism offers both high equality and high freedom is a joke.
The level of equality is debatable, but freedoms would definitely be on the lower side.
As per vz64's point, consider "socialism" in terms of Scandinavia rather than, say, the former Soviet Bloc--that's why it's contrasted with "communism" in the chart.
And if freedoms would be "lower", it'd be more in the bureaucracy/red tape sense; in which case, virtually *all* of Europe is low-freedom compared to North America...
