Request for Proposals Issued for Centre for Addiction and Mental Health (CAMH) Phase 1D Redevelopment

Infrastructure Ontario and the Centre for Addiction and Mental Health (CAMH) have issued a Request for Proposals to design, build and finance the CAMH Phase 1D Redevelopment project.

Thought it was interesting that the RFP has been released for 1D but once again only 1 team has been shortlisted (Trillium Queensway in October as well). It seems years of having projects awarded to ED and PCL has removed the competition in the Ontario market.

Competition for the larger P3s has always been extremely limited, and that is among their many failings.

The projects are simply too large for the vast majority of players.

One-bidder processes should be deemed a fail and terminated as-of-right.

This one should be re-done as traditional procurement, and the project divided into to two, in an effort to lure more competitive pricing.

The P3 civil side has seen decent competition. The social side has just failed to bring in new players after Bondfield/Carillion exited and even smaller GC's like Walsh seem to have left. Pomerleau/Bird/Amico/Sacyr are available and bidding but there are going to be lots of massive new hospital builds in the next 10 years (Niagara, Trillium Mississauga, Ottawa, Windsor) and ED/PCL are just going to sweep these up if IO cant seem to encourage these smaller firms to team up or find another solution. I imagine ED/PCL exec's have realized they can just arrange between each other which ones they want and bid on those accordingly (at higher margins without competition).

PCL dropped out on Niagara and ED dropped out on Halifax:

Now PCL is the only bidder on CAMH, and ED is the only bidder on Trillium Queensway. Doesn't seem like a good process at all.
 
The TD Commons park created as part of this redevelopment is pretty grim.

Fencing and hording went up this week. Construction on both the The Secure Care and Recovery Building and The Research & Discovery Centre starts March 2024.

Long term, it's recoverable if they reduce Shaw to 2 lanes for cars/LRT, widen the sidewalk, and plant new trees at the new curb location. There's no need for Shaw to be 4 lanes. All people do is use 2 lanes for parking despite this being right off the Queen streetcar route. We'd, of course, have to wait 20-30 years for this street to look inviting/lush again but the next generation will get to enjoy it.

Reading the original pages of this thread, there was a lot of consternation about the name "White Squirrel Way"! It all feels so silly now...

And, regarding the tearing down of mature trees: there was also complaints about that, too - in Paul Garfinkel Park (the ground was contaminated). I wouldn't say that the trees there now in Garfinkel Park are amazing, particularly the ones in the middle of the park, but the ones lining the road are fairly mature now. Time flies by! And trees grow.
