It's a fine facade for a contemporary chain restaurant. It looks downright terrible as the base of this building. The problem is that it occupies the entire street frontage instead of just a storefront on a building

Oh come on, “downright terrible”,
A bit much. Go see it in person. The materials are good and the details including lighting are nice. Large windows allowing full views in and out. The pediments align with the column lines above and the colour palette has the same tones as the building above. This is a huge improvement and I think reasonably well done.

In my view, the building above is ugly (not to mention dirty) and it has been for years. The only remarkable thing about it is that we happen to know who designed it. The Hy’s redo is an improvement. If anything the building needs a reclad to match.
