I noticed there's scaffolding on the building. Does anyone know what that's about?

City of Toronto ModernTO program advances through Toronto Metropolitan University purchase of two CreateTO sites

On behalf of the City of Toronto, CreateTO has finalized an agreement to sell the City-owned properties at 277 Victoria St. and 38 Dundas St. E. to Toronto Metropolitan University (TMU).

This sale follows Toronto City Council’s April 2022 direction to unlock the potential of City-owned office assets suitable for repurposing or redevelopment as part of the ModernTO Workplace Modernization program: https://can01.safelinks.protection....3kFHxkLoZ7rP1CBGPyWGlMMog6wll6LNI=&reserved=0. This sale will generate funding that can be directed to the City’s city-building priorities, like new affordable housing, while also benefiting TMU and its long-term growth plans.

The building at 277 Victoria St., located northeast of Yonge-Dundas Square, is the current office of Toronto Public Health (TPH). TPH administrative offices will be relocated over the next 24 months to one of the City’s core civic centre hubs.

TPH also delivers several clinical services from the 277 Victoria St. location, including a dental clinic and The Works, which provides supervised consumption and harm reduction services and injectable opioid antagonist therapy (iOAT). CreateTO, in partnership with TPH leadership and their partners, will continue to support the relocation of these critical services over the next two years to ensure continuity of care and minimize the impact on residents and TPH clients.
 
I noticed there's scaffolding on the building. Does anyone know what that's about?

38 Dundas Street appears to be in unsafe condition; notice some of the east and south walls starting to crumble. The scaffolding and fencing off of the vacant space is likely to protect from any debris.

I guess now TMU will be responsible for demolition.
 

Toronto Metropolitan University has just purchased two key properties from the city of Toronto that will link the downtown campus to Yonge-Dundas Square.

Toronto-owned properties at 277 Victoria St. and 38 Dundas St. E. have been sold by city agency CreateTO to Toronto Metropolitan University (TMU), according to an agreement announced this morning.

This sale is a result of Toronto City Council’s directive in April 2022 to unlock the potential of City-owned office assets suitable for repurposing or redevelopment as part of the ModernTO Workplace Modernization program. The proceeds from this sale will contribute to the City’s city-building priorities, such as the development of new affordable housing, while also benefiting TMU and its long-term growth plans.

“Through the ModernTO program, we are optimizing and modernizing the City of Toronto’s office space – this is the right and responsible thing to do,” said Toronto deputy mayor Jennifer McKelvie. “This transaction with Toronto Metropolitan University will help expand and revitalize the school’s campus. At the same time, the funds are put back into ModernTO to help support the delivery of affordable housing and other key city-building initiatives that are desperately needed.”

There was some discussion of turning the building at 38 Dundas St. E., at a key intersection at Yonge-Dundas Square into a music incubator in 2015. The site was expropriated in the ’90s to make way for redevelopment of the square.

Coincidentally, the building at 38 Dundas St. E. has been identified as being more than 100 years old and the one-time residence of Rev. Dr. Egerton Ryerson and the Ryerson family, for whom the university was once named. The university adopted its current moniker in April 2022.

A Toronto Metropolitan University press released stated that the purchase offers a strategic opportunity to support campus expansion and revitalization efforts, while enhancing the university’s presence at one of the busiest intersections in the country — Yonge-Dundas Square.

“We are delighted to have acquired these two properties. The addition of over 115,000 square feet of space creates countless possibilities for academic, research, creative and entrepreneurial initiatives,” said Mohamed Lachemi, President and Vice-Chancellor, Toronto Metropolitan University. “The location will provide another vital connection point between our campus and the city; I’m looking forward to working with our community over the coming months to develop plans for the future of these sites.”

The purchase provides a pivotal opportunity to support campus expansion and revitalization, and increase TMU's public realm contributions and impact. “We are delighted to have acquired these two properties. The addition of over 115,000 square feet of built space creates countless possibilities for academic, research, community supports and creative and entrepreneurial initiatives,” says Mohamed Lachemi, TMU’s president and vice-chancellor. “The location will create another vital connection point between our campus and the city. I’m looking forward to working with our community over the coming months to develop plans for the future of these sites.”
At last, TMU will have a "face" on YD Square - really marking the entrance to the University.
As a condition of the sale, a leaseback to the City of Toronto has been established between TMU and the City for a period of two years, allowing current occupants to remain in the building until the spring of 2025. This provides time for the occupants in the 277 Victoria St. building to finalize long standing plans to relocate, and extends the City’s oversight for these properties and all operations from spring 2023 until spring 2025.

The discussion of improving public realm here is a curious one; maybe right at the Dundas frontage, but Victoria has already been done in pavers etc that blend with pedestrianized Gould.

I would argue the leading public realm problem in the interior of TMU's campus is this:

The problem w/tearing it down is of course than the 'The Tenor' is partially built on top of it, in particular, the cinemas.

Still, demo'ing this hulking piece of....... is surely a key to making the public space here work better.

Agreed - and not managing to get ownership of the 355 Yonge plot either...

In general, the scope of work of this project includes the demolition of the building at 38-40 Dundas Street East, including footings and foundations, cap and disconnection of incoming/outgoing services, temporary works and backfill of the excavation upon completion

Removing 38 Dundas and replacing it with a plaza abutting TMU’s proposed use would provide for more pedestrian comfort than the desperately little that location currently affords. I would leave it to those more versed than I in these matters as to whether some manner of commemorative marker in respect of Ryerson’s involvement in residential schools for indigenous people would be appropriate there, or whether this is already the case elsewhere on the campus.
