    Looks like there are 6! You can see the gravel of the lowest excavated floor below. However Cove/phase 1 currently only has access to 3 of those - and after checking the exit stairs, they only go down 3 levels as well. Curious to know how far in those 3 extra levels go under Cove's parking...

I think in part what's going on, in regards to the slow occupany, is just the inexperience of the developer.
