I think that a gondola would be the best solution and would provide amazing views of the city. No additional traffic in the harbor and it can run from future Waterfront LRT, or Ontario line to the eastern side of the island. New York has a similar concept and so do many other cities...

There might be a case to extend this to Humber Bay Shores. It would provide access for more people to subway and GO, when Park Lawn GO station is built.
