Toronto 770 Don Mills | 153.7m | 48s | CreateTO | Montgomery Sisam

Getting shovels in the ground before the end of this decade would be an achievement!
I can come up with the below list just off the top of my head. Shall we guess which one if ANY get built this decade…..

Danforth Garage project
Warden Station apartments
VP Station apartments
Kennedy Station apartments
Don Mills Apartments
Borough Drive Apartments

As per the latest CreateTO Meeting update, a market offering is still targeted for Q2 2025. This target hasn't changed for a while now, so hopefully it sticks

How do these things get endlessly held up you ask?

Well....the below doesn't help any.

The elementary school at
770 Don Mills was not included as part of the Province’s 2025 “Support for School and
Child Care Infrastructure Projects” announcement of funded schools under the Capital
Priorities Program

This eternally delayed project has been waiting on Ministry of Education approval for the school planned here.

TDSB again requested MOE approval in a submission in Fall '25. Decision is expected before the end of next month. Whether that will be a positive???

3 levels of government

10+ agencies

Hundreds of thousands of public servants, tens of billions in fiscal firepower

Absolutely nothing accomplished in 8 years and counting

In this case, at least at this point, only one of those is responsible for delay, and that's the province.

The school is essential if more housing is to be added to this area, it has been there choice to drag their heels and not approve it.

Now, if the province said 'yes' this month, we'll have to see if others could actually deliver on their obligations, but they're let off the hook by the province imposing an immovable road block.

This site was on Tory's Housing Now list in 2018: https://secure.toronto.ca/council/agenda-item.do?item=2019.CC1.3

And wasn't rezoned until 2022: https://secure.toronto.ca/council/agenda-item.do?item=2022.PH34.3

And was still bumbling through discussions with TLC in 2024: https://secure.toronto.ca/council/agenda-item.do?item=2024.RA12.2

And the site is not cleared, utilities are not relocated, a developer proponent is not identified (nor has the call even gone out).

I don't know what the criteria are for the province giving capital funding for a new school, but I can understand why they wouldn't fund something half-baked like this site still is.

Who has the single greatest responsibility for the status of any site?

The answer is always the landowner which is and has been the City of Toronto since 1958 or earlier.

Edit to add status update from CreateTO report today: https://secure.toronto.ca/council/agenda-item.do?item=2026.RA24.2

Note that TDSB did not even apply for capital funding until Fall 2025. Not credible to point the finger at the province.

Discussions with TDSB were at the very start here.

They go back long before 2022

The province has been an obstacle for that, and other reasons here.

I'm not giving any other actor a free pass; simply saying the province has been wilful force of obstruction here going well back to the 2010s.

Word on the street is that CreateTO cannot start construction of its 770 Don Mills and 805 Don Mills projects until Metrolinx completes construction of the Ontario Line. So, the TDSB school might be a long time coming, even if its funding is approved this time.

Can you share any sources to support this claim?
