The extra lane on Eglinton would really be to enable the second left turn lane off the Allen - which would be a 50% capacity increase for SB Allen - really substantial. It's worth a marginally longer crossing distance.

Everden and Strathearn should also have their intersections removed from Eglinton, IMO, to reduce conflicts. Either put a frontage road through Ben Nobleman park (offsetting park loss with a few expropriations to the south) or just dead-end them.
This idea I'm open to; however, it comes with challenges. Closing two consecutive access points to/from Eglnton means redistributing that traffic on to to other roads. But Winette and Winona are already seriously congested at times, and there is pressure on/from the local Councillor to address that.
There are solutions. But to my eye, they look pretty expensive.
1) Extend Lanark Avenue eastwards to Flanders creating off-Eglinton East-West capacity.
2) Extend Flanders south to Ava Rd. to handle some of the resulting N-S diversion.
By my math, the above requires the taking of 20 houses/lots at a probable cost of 40M+; the cost of construction, depending on utility costs, another 15M+ Add to that 2.5M for the original closures suggested and adding them to the park (that's very conservative)
Total costs, at least 57.5M, and it could run upwards of 100M
Now, if a traffic study showed the road network could support the diversions w/o the extended roads, great, but I'm leery.
