Yes, the street plows often push snow onto the sidewalks (sometimes so much the sidewalk plows cannot cope) and the intersections are always a problem as snow gets pushed into windrows. You are correct, that patience is required and the City is really getting better at it.
Intersections always take a few days to get cleared for pedestrians and mobility scooters. It was same in Montreal, who are generally better at snow clearing. Could they be cleared faster? Of course but it will always take longer.
The BRIDGE REPLACEMENT is moving onwards - MAYBE after it's done the City will repave?

The TTC currently has far too many streetcars, why spend $$ on repairing a few of them if they will then sit unused or under-used? Of course, one day they WILL need all of them and then they will not be able to catch up with these more major rebuilds. It's called "planning' at the TTC.
Yes, Basin Street is in the middle of a regeneration area' and if/when the Media Hub takes off it will be fixed. In fact, the City repaved Bouchette Street last fall (the street you need to use to get to/from Basin). Unwin is an actual through road and really is a mess. I realise it first...
