It absolutely should. If the developer popped for particularly high speed motors, sure it would be fine when all three were operating...

...but how often is one down for repairs or reserved for move-ins/move-outs. There's no excuse for just three elevators here.

No qualms from me whatsoever about the density here, and if the design actually sticks (I have doubts it will) that's a definite huge plus.

But yes, a 4th elevator is absolutely needed and the pitchforks and riots will be unleashed for this.
