I read that the motion council passed eliminates density requirements for 4 unit multiplexes. Does this mean someone can tear down their single family detached home and build a low rise (10 meters high) structure with 4 units that takes up 100% of the footprint of the property?

No.

There are still restrictions that limit building depth, and require setbacks.

There are also protections for trees and assorted other requirements.
