“Spandrel”, a new condo by minto in yorkville. Q4 occupancy.

This is a generic window wall. They couldn't even afford full height panels. I don't see any spandrel or it's matched well. That's the only upside here. This would be curtain wall just about anywhere else outside of select Canadian cities.

Who is "they"? Enforce stricter rules how? You mean the City? It has not been given the power by the provincial government to regulate architecture in regards to exterior expression, it can only regulate based on performance essentially, eg non-combustible, thermal properties.

The site plan control section of the City of Toronto Act gives the City the power to review drawings showing "matters relating to exterior design, including without limitation the character, scale, appearance and design features of buildings, and their sustainable design, but only to the extent that it is a matter of exterior design".

And city planning are absolutely requiring that new buildings in Yorkville be glass towers, probably shooting for curtain wall though.
 
The city does not and pretty much cannot require towers to be clad in glass. They are increasingly demanding curtainwall at the SPA stage - where a glass tower was already being proposed. But thankfully planners don't quite get to design the buildings yet and architects are still allowed to make some basic decisions...
