Why is this still allowed?
Because politicians believe that if they scrapped all new single or semi-detached houses, they wouldn't be reelected.

Just have to say, I can't stand the name of the project. Something something vaguely environmentally positive. Yeah, we'll go with that when we build these over-sized, old school, low-density piles. How cynical.
 
Well when Toronto and Mississauga eventually merge, the rest of Peel Region isn't going to be included in the marriage.
 
Why is this still allowed?
Better allowing it, than letting the lot sit empty. In that case, the families who'd be otherwise be buying these homes, would competing for rentals or condos in Toronto proper and driving up prices further.

To what end? Unlimited sprawl and unlimited highway traffic?

There's the old adage that you name the subdivision after whatever it is you're destroying to build it…
