I think what they're forming up are the headers for the pair of slim columns that are on each side of the floor. Same is visible on the 7th floor on the Bloor side. Will be poured at the same time as the slab?

Yes, they didn’t have those pillars on the 17+18 floors and also their orientation changes on the east side since there will no longer be the hotel elevator shafts. For this reason they need a big transfer slab on this floor.

Her are the schematics for the 16,17,18,19 floors. I think they are from the previous submission but I don’t think they have changed. Notice the smaller pillars on the east side on floor 16 point NS while on the 19 they point towards the centre like the other sides.
