The redevelopment is going through the approval process. Staff are recommending approval of the necessary zoning changes to allow for the complete redevelopment. Expansion of the existing Kaneff Park (a somewhat neglected park between two sets of highrise towers) is planned, with discussions well underway with city, library, and Peel DSB staff on a community hub.

And the zoning bylaw is passed. RioCan was hoping to get building permits and start on the first phase (the southwest corner, where the old bus terminal still stands) in late summer 2021.
 
This is the future of all malls. As City Councilors do anything they can to avoid adding density around people's precious single family homes, malls are obvious targets for loads of development/density. And it doesn't piss off too many people.
 
Though Shoppers World is living on borrowed time, the mall was busy despite there being few national brands left inside. Rents must be cheap.

But one new chain is moving in…

“It started with developers pulling the roofs off of old malls,” says Jonathan Tinney, partner at SvN Architects and Planners and former chief planner for the City of Victoria.

“At first it was a just a shrewd financial decision because the owners found they didn’t have to heat or air-condition the open space. Now, as with a number of changes in retail, COVID has accelerated the trend,” Mr. Tinney says.

One of the most visible examples of a rethinking of the mall is a project that Mr. Tinney’s firm is working on for client RioCan Management Inc. in Brampton, Ont. – Shoppers World, a mall that first opened in 1969. RioCan bought the property from OMERS, the giant pension fund, for $46.5-million in 2000.

The mall, which sits on 53 acres, is being replaced by a mixed-use neighbourhood with approximately 4,500 residential units and some 800,000 square feet of commercial and retail, plus community amenities such as green space and bike lanes. The plan is to begin the first phase of construction in mid-2022.

The first parts of the project will be phased in over at least five years and the entire redevelopment will take much longer because it is complex, large and coming amid big changes to the Brampton area in transportation.

The Brampton mall site is becoming the terminus for the new Metrolinx Hurontario LRT mass transit line that will run 18 kilometres from the lakeshore.

”We architects often call it a ‘porosity’ of urban spaces: Opportunities for pedestrians to move fluidly and ‘inline’ from indoor to outdoor spaces,” says Ian Chodikoff, SvN’s communications director and an architect himself.

Mr. Tinney points to earlier successful redevelopments such as the Shops at Don Mills in Toronto, which replaced a tired suburban mall that started as outdoor shopping but was later enclosed. The old mall was demolished in 2006 and replaced with a network of more upscale shops, accessible by sidewalks and outdoor pedestrian laneways.

Along with mixing outdoor space with stores, new malls thrive when there are people living nearby who don’t always have to drive. Shoppers World wants to start with two 23-storey residential towers, which will also have about 60,000 square feet of retail out of a total 950,000 square feet of commercial and retail space envisioned for the entire site.

Real estate developer and owner RioCan has a vision to transform Shoppers World Brampton into a sustainable, transit-oriented, pedestrian-friendly community and revitalize the retail offerings to create a model mixed-used community for the 21st century.

John Ballantyne, Chief Operating Officer at RioCan Real Estate Investment Trust, said the project is a 20-year development.

“We’re contemplating the first step of it right now. We’ve got approvals to build quite a lot but it’s going to depend on how each respective phase performs,” he said.

“RioCan’s model is we’ve always been a retail landlord. We’ve always owned unenclosed centres located across Canada. About five years ago we made a concerted effort to be more in the primary markets of Canada. So we sold most of our secondary market assets because we know the growth is in the primary markets.

“This site is a great example of that where there’s an LRT coming to this site. It’s going to be the terminus station of the LRT. It’s going to end at the shopping centre and we understand there’s a need for new homes in Canada. This is an ideal opportunity to combine the two – our retail prowess along with our residential banner RioCan Living to add residential intensification to the site.”

Ballantyne said the site has been planned and the owner has rights to build four million square feet of mixed-use density. That could be up to 4,500 residential units – both rental and condominium. It would also mean about 860,000 square feet of commercial with retail a strong component but it would include office space and perhaps educational, medical, and a wide gamut of uses.

The site is 53 acres and the shopping centre is currently about 690,000 square feet – a combination of a mall which is grocery anchored but including box stores around the site. RioCan has owned the property for more than 20 years.

“Brampton is one of the fastest growing cities in Canada,” said Ballantyne.

“This one will be phased over the next 20 some odd years. The first component of the development that we’re considering is building a couple of towers on Steeles Avenue. There’s actually an old bus station . . . The former bus station is now in a vacant corner in the southwest portion of the site. We’re considering putting two towers up on that. They would be in the range of about 30 storeys each. We could do that without touching the existing mall. So Shoppers World Brampton would remain as is while we build out those two multi-family buildings.”

The first phase will be located entirely on the former bus terminal site, on the southwest corner of the property, adjacent to Kaneff's 210-220 Steeles West.

There will be retail on the first and second floors, with a 34,000 sq. ft. "large format retailer" occupying most of the second floor. I wonder it this will be Oceans/Nations, which is likely to be demolished in the second phase.

Panellist Lina Al-Dajani, a senior associate with SvN Architects, suggested the size of some of the larger shopping centres offers master planners a huge canvass to create diverse new communities with multiple focuses. She is working on the Shoppers World Brampton redevelopment: it will be focused around a 7.5-acre community hub with access to the Hurontario (Hazel McCallion) LRT line.

“It’s 53 acres which is quite substantial and allows us to do quite a bit in terms of introducing new uses and infrastructure or a new community really at the end of the day,” said Al-Dajani. “Fifty-three acres means upwards of 5,000 new residential units. That’s a population the size of Port Hope.”

There are also plans for 800,000 square feet of commercial and office space. Al-Dajani noted the timeframe for buildout is 20 to 30 years and the new development will be synchronized with the current operational needs of the existing shopping centre.

A few changes. There's no retail for this first phase, and the towers will be 35 stories (121 metres) tall. The loading area for Oceans described as "a key anchor for the shopping centre, and an important contributor to a complete community" will have to be reconfigured, requiring minor demolition and construction work to the west side of the supermarket, which will remain in operation. A new public pathway is proposed between the RioCan and Kaneff properties to provide a new pedestrian link to Kaneff Park, especially as future phases are constructed.

One tower will be condo, the other, rental.
