^ No, because they know that in Etobicoke they can get away with proposing crap architecture and it will sell anyway. The suburban mindset being marketed to in these areas generally lacks the more sophisticated tastes of downtown urbanites. That being said, things are improving out here, though glacially - Evolution, just a block north of Palais, is decent (at least in the render), and the Queensway is seeing some nice proposals (Hive, IQ)...
