Habitat 67 is amazing because it was built 60 years ago and is a bit more organic in its forms. It was avant garde at the time. Plus, it teases the potential of modular housing units put together to make a single building. On the other hand, there's no weaving of new and old at Habitat 67, and the location isn't as good as King Toronto. It's a bit of an apples and oranges comparison.
 
I'd say it's definitely a Habitat '67 homage. Possibly BIG had been itching to do something like this, and when they got a contract in Canada thought it was good timing to try it out.
More comparisons will have to wait until it's finished and occupied, imo. I think the real genius of this design will be the glow it gives off at night from the units. Not just general lighting, but screens and other things like fluctuations due to movement within the units. Other than the scale, I think this will make for more interesting comparisons to '67.
