Toronto Hydro has gone nuts

My hydro bill is uptodate (or was). Typical amount has always been around 200 dollars.. sometimes 250 over two months (the building I'm in got screwed with those time meters and in a one month period two years ago my bill doubled because they only charge us the peak rate 24/7). Well I get home tonight.. and I have a disconnect notice saying I owe 3007.90 by August 26th. Yes thats not a typo.. I'll be having a nice discussion with Hydro tomorrow. Has anyone ever had a problem like this before?
 
In May, I moved into my first apartment (condo or rental) that was separately metered. While the first bill I got (late June) was reasonable, I was annoyed by having to pay a $200 security deposit up front as I was a new customer. My credit rating is pretty damned good, but that wasn't taken into account. Do I ever get that money back or credited to my bills?

I am wondering now what the next bill will look like. I'm careful about the AC use (only turn it on when I get home and leave it off at night), but I've heard other horror stories.
