The "Orphaned Parcel" argument was precisely what MS and their consultant team argued on the Campbell application as well (though that time for the R Zone / Neighborhood). It certainly makes sense!
 
Absolutely - but the city puts even more emphasis on the protection of employment lands than it does on the protection of neighbourhoods, ironically.. It absolutely shouldn't be a battle, but absolutely will end up being one anyway.

This is, of course, 100% correct, but it wouldn't surprise me in the least if the post-Covid office market realignment forces one of two things to happen in the next year or two: either this current Staff regime starts to make it clear on a case-by-case basis that they're open to conversions (especially outside the core), or the Province in one of its upcoming follow-up housing bills substantially reforms or does away with the conversion policies

When you take stock of the current vacancies (which bely true scale of the problem because existing leaseholders want to but can't unload via sublet), for my part I think the time has come to make significant changes in this regard, so I hope we see movement soon.

Office development mostly occurs in mixed-use areas already - employment areas are more intended for the protection of land for industrial uses. Of which there is a massive shortage of in the GTA right now. Industrial land is regularly selling for record prices (such as Slate buying the Stelco lands in Hamilton for half a billion just months after the land was ruled literally worthless by MPAC) and industrial vacancies are rapidly approaching the 1% mark, so don't expect to see too many changes any time soon.
 
This is actually mostly mixed use areas - only the northeast corner of the site along Campbell is employment. And, as you can see, that will be for the parking garage only.. So no employment conversion or OPA needed.

The City of Toronto Planning Division has received Official Plan Amendment and Zoning By-law Amendment applications which propose two towers of 39 and 36-storeys above a 4-6 storey podium with commercial uses at grade. The proposal will have 680 square metres devoted to ground floor retail and 54,380 square metres for residential uses. A total of 817 dwelling units are proposed with a four storey parking podium next to the rail corridor. Access would be provided from Campbell Avenue. An Official Plan Amendment has been submitted to redesignate 350 Campbell Avenue from Core Employment Areas to Mixed Use Areas in the Official Plan.

The shadow that will fall over the Symington Playground park until after 12:00 pm is directly over a community garden, which is completely unacknowledged in the application materials.

Second, this appears to be headed up by Cesar Palacio, the former City Councillor for the Ward who has been aligned with developers on other proposals. Leaves a bad taste for sure.

well there goes the neighbourhood. Just what we need another butt ugly condo development. If the current owners had invested in upkeep and maintenance and maybe update the infrastructure and facades of the stores things would not have gotten this far.

If anyone thinks the parking garage is going to afford any sort of crash protection against any problems with the rail lines the they really are idiots. The average speed of trains through there is 50 mph. The average length of a freight train through there is between 1.5 and 2.5 MILES LONG and an average weight of between 8,000 and 15,000 TONS and no amount of steel and concrete will stop that kind of force.

In addition, CP has just completed merging with a U.S. railroad and this rail corridor is already the busiest in Canada and 2nd in North America so you're looking at the number of trains passing through there to double or even triple in the next 2 to 3 years.

But wait, there's more, CN runs a train from its yard in Vaughan to the CP yard in the Junction 3 to 5 times a week and it comes down, stops on the Symington Ave. bridge and backs up into the CP yard at between 1:45am and 3 am making all sorts of noise. So good luck any future residents in these condos.

Hello Adrian123: big surprise. FYI Palacio was the Councillor for the part of Ward 9 above the rail lines. Bailao was the Councillor for Ward 9 below the rail lines. Palacio was in big trouble about 20 years ago when he bought and demolished two houses on Evelyn Avenue and then built a monster home covering both lots. Neighbours and the City nailed him for numerous zoning and building code violations but he had a good lawyer and beat the violations.

Looks like both former Councillors sold their souls to greedy developers and now Bailao is running for mayor. If she gets elected goodbye local neighbourhoods.

Palacio was in big trouble about 20 years ago when he bought and demolished two houses on Evelyn Avenue and then built a monster home covering both lots. Neighbours and the City nailed him for numerous zoning and building code violations but he had a good lawyer and beat the violations.
