There is a rather new website that aims to compete with Wikipedia with regards to news: http://newslines.org
All you have to do is to write a very short news article. You get paid $1 every time you write up a post that is approved by an editor, who is paid 25¢ per post approved. Note that neither the author nor the editor can see the names of either person until the post is approved for submission and get paid.
It would be great if it has much more Toronto-related news, including news about Rob Ford, on newslines.org.
Note that newslines.org is not limited to news; biographies of living people can be added in as well, as long as that person is notable.
