Urban Toronto long has had a policy that required 25 posts before a member could create a new thread. But we never really enforced that rule. The increase in spam recently has meant we are now going to enforce it. Going forward members will need 20 posts before they can create a new thread. And this is now hardwired into the system meaning there is no room for exceptions.
