A vacant chunk of land appreciated 228% in the last 3 years!

While filling out my request for reconsideration, I found it extremely difficult to not be a smart-ass.

It sounds a bit unlikely, but it's possible. Has the permitted use (zoning) changed, or has there been a major change in the character of the area which would bring values up?
