Halted development on St Clair Ave W

There is a three or four storey building on St Clair W near Russell Hill Road intersection that is only half-built that has been shrouded in plastic for many months. It has obviously been abandoned for now. Does anybody have any information about this or is there a thread elsewhere related to this property?
