I wonder what truly 'tall' building proposal will be first tested under these guidelines, if it is adopted.

to be sure, City Place would look much different today if it had been subjected to these guidelines.

If the guidelines came out in the 1960s, Toronto would look radically different today. The TD Centre towers, for example, would have failed under the guidelines by being free-standing towers without podiums, being too big and chunky (for that period in time), lacking distinctive roof profiles, and with all the towers looking the same. This brings up the question- if the guidelines are implemented, will there be cases where the guidelines are waived to allow architectural landmarks into the city?

Interesting that HOK was commissioned to write the report for tall building design guidelines, considering they aren't noted for any recent big-name tall building designs in Toronto.
