Can anyone tell me what the average time from ground breaking to complete for a large condo tower in central Toronto? What I actually need to know is how long construction hoarding is typically up?

There is no average time, as every building is different. It depends upon how deep the excavation will be, how many floors tall the building will be, how large the floor plates are, how complex the podium and underground are, how many workers they put on the building…
