The Lobbying notes that flood mitigation is contemplated as part of this proposal, with the site backing onto Taylor-Massey Creek.

That demands a quick peak at the floodplain map for the area:

To me, addressing any flood issue on a one site at a time basis would be incredibly costly and awkward.

With apologies to the tenants who would be dislocated here, It would really make sense to remove all the buildings on the south side of Eglinton at once (ideally those on the north within the floodplain as well).

Taking for granted you won't take the whole area park, it would make sense to:

1) Replace the culvert for the creek with a proper, enlarged and higher bridge.

2) Re-grade Eglinton such that its low point is at least 1M higher than today.

3) Modestly expand the parkland, and re-grade the development sites as appropriate.

Further notes, these sites are large, but very long, redevelopment would be easier to organize taking the buildings (sites) together.

Replacement of this many rental homes economically, with right-of-return at like rent will mean a very tall, MTSA type ask here.
